FARA’s flagship project , the Agricultural Research and Innovation Fellowship for Africa (ARIFA), has been recognized as a good practice by the United Nations Office of South-South Cooperation (UNOSSC). Listed as one of the entries in a publication titled “Good Practices in South-South and Triangular Cooperation in the Context of Food Security”, ARIFA is part of the over 40 good practices on agriculture relevant to food security, identified by UNOSSC as illustrating the central tenets South-South and Triangular Cooperation (SSTC), which addresses development challenges with tangible outcomes.
The publication was launched as part of the Brazil-Africa Forum event for 2020, hosted by the Brazil Africa Institute (IBRAF), drawing participants from across the globe.
The Executive Director of FARA, Dr. Yemi Akinbamijo, conveyed FARA’s gratitude to UNOSSC and IBRAF, for recognizing its effort within the SSTC framework. Speaking on behalf of the Executive Director, Dr. Abdulrazak Ibrahim, the Coordinator of ARIFA in FARA, stated that the programme is a game changer in Africa’s AR4D landscape because it leverages the power of Science, Technology and Innovation within the Global South, to strengthen Africa’s capacity to innovate, using the multi-stakeholder approach of innovation systems. The ARIFA approach supports the beneficiaries to set-up Innovation Platforms in their home-countries upon completion of their training. Designed to foster pedagogic retooling that will deliver livelihoods through training received from countries such as Brazil, China, Cuba, India etc., ARIFA targets the raising of at least 5,000 fit-for-purpose AR4D practitioners, who will constitute the DNA of the Comprehensive Africa Agriculture development Programme (CAADP), towards addressing food and nutrition challenges on the continent in the next 10 years.
With this recognition, ARIFA joins a list of SSTC good practices listed on UNOSSC South-South Galaxy, a Knowledge Management tool accessible globally.
Although the entry for the publication was submitted by FARA in 2019, when the programme was just starting, it has since evolved to record significant success, especially with the partnership involving the Universidade Federal de Viçosa (UFV) and the Tertiary Education Trust Fund (TETFund) of Nigeria. The FARA-UFV-TETFund partnership, is currently supporting the training of at least 120 Nigerians.
According to the UNOSSC, the good practices listed in this year’s edition are also relevant to the unprecedented global health crisis triggered due to the COVID-19 pandemic. In the case of ARIFA, the establishment of Virtual Training and Innovation Hubs (VTrain Hub), where candidates are trained virtually, represents an excellent solution that can be scaled up across the continent.

La Directrice de la recherche et de l’innovation, Dr Irene Annor-Frempong a atteint l’âge obligatoire de la retraite (62 ans) le 7 juin 2020. Elle a atteint ce jalon au terme de 12 ans de services dévoués au FARA où elle a occupé différents postes : elle a commencé comme consultante et a ensuite rejoint le FARA comme administratrice de programme puis a assumé le rôle de Directrice pour le renforcement des capacités avant de devenir Directrice de la recherche et de l’innovation. Dr Annor-Frempong a au fil des années contribué d’une manière remarquable à promouvoir les activités du FARA et à asseoir la réputation de l’organisation.
Conformément à la politique en matière de ressources humaines du FARA, Dr Annor-Frempong a cessé de faire partie du personnel permanent le 30 juin 2020. Elle occupera le poste de conseillère (en tant que consultante) pour le reste de l’année.
À l’issue de nombreuses discussions, le Conseil d’administration a approuvé la nomination du Directeur de l’engagement des parties prenantes et de la communication (DSEC), Dr Aggrey Agumya au poste de Directeur par intérim de la recherche et de l’innovation. Il a pris ses fonctions le 1 septembre 2020.

Dr Agumya a travaillé en étroite collaboration avec Dr Annor-Frempong quand elle a été nommée Directrice de la recherche et de l’innovation et auparavant lorsqu’elle était Directrice du renforcement des capacités. Les deux directions sont très étroitement liées et Dr Agumya connaît très bien le portefeuille de projets gérés par la Directrice de la recherche et de l’innovation. Il connait également parfaitement l’actuel modèle de mise en œuvre du FARA et le nouveau qu’il va adopter. Dr Agumya a plus de 20 ans d’expérience pratique en recherche et en gestion de la recherche acquise au Centre mondial d’agroforesterie (6 ans) et au FARA (14 ans). Il a rejoint le FARA en 2006 comme administrateur du Programme Challenge pour l’Afrique subsaharienne (SSA CP) qui, à l’époque était le plus important programme du FARA. À ce poste, il a grandement contribué à faire avancer le SSA CP de sa phase de lancement à sa mise en œuvre intégrale. Il a dans ce cadre rassemblé dix équipes de recherche multidisciplinaires de l’ensemble du continent et collaboré avec elles à la définition d’une démarche méthodologique convaincante pour ce qui était essentiellement une expérience à grande échelle de l’innovation institutionnelle sans précédent dans le domaine de la recherche agricole.
Après deux ans passés avec le SSA CP, Dr Agumya a postulé et obtenu un poste en interne encore plus important de Conseiller technique auprès du Directeur exécutif. Il a occupé ce poste pendant 7,5 ans, de 2008 à fin 2015. Il servait alors d’intermédiaire entre le programme et la direction exécutive. Il a dirigé l’équipe qui a élaboré la stratégie et le plan opérationnel 2014-2018 du FARA et les a défendus devant l’Assemblée générale de 2013. Il a en collaboration avec Dr Annor-Frempong coordonné l’élaboration de l’Agenda scientifique pour l’agriculture en Afrique. Lorsque le Secrétariat a été restructuré en fin 2015, Dr Agumya a été nommé Directeur des partenariats et de la communication et pris ses fonctions le 1 janvier 2016. Cette Direction est par la suite devenue la « Direction de l’engagement des parties prenantes et de la communication ». Dr Agumya comprend bien le fonctionnement de la Direction de la recherche et de l’innovation, entretient de bonnes relations avec l’équipe de cette Direction et les partenaires du FARA et jouit de leur respect. Il a une excellente mémoire institutionnelle.
Nous profitons de cette occasion pour remercier la Directrice de la recherche et de l’innovation sortante pour son abnégation et son dévouement sans borne à la cause du FARA. Le FARA a énormément bénéficié de sa contribution inégalée à ses activités. Ses nombreuses réalisations continueront à se perpétuer et seront au cœur de changements profonds dans l’agriculture africaine bien après sa retraite. Nous lui souhaitons plein succès pour l’avenir.

The DRI, Dr Irene Annor-Frempong attained the mandatory retirement age of 62 years on 7th June 2020. She reached this milestone after 12 years of dedicated service to FARA in different capacities, starting as a consultant, then joining staff as a programme officer, rising to become the Director for Capacity Strengthening and rising further to become the DRI. Over these years, Dr. Annor-Frempong has contributed outstandingly to advancing FARA’s work and reputation.
In line with FARA’s human resources policy Dr Annor-Frempong’s tenure as a regular staff ended on 30th June 2020. She is currently serving in an Advisory role (as a consultant) for the rest of the year.
Following many discussions and considerations, the Board endorsed the appointment of the Director of Stakeholder Engagement and Communications (DSEC), Dr. Aggrey Agumya as interim Director for Research and Innovation with effect from 1st September 2020.

Dr. Agumya has worked very closely with Dr. Annor-Frempong ever since the latter took on the DRI position, and previously when she served as the Director for Capacity Strengthening. The two directorates are very closely interlinked which makes Dr. Agumya very familiar with the programme portfolio under the DRI. He is also very familiar with the current FARA implementation model and the one FARA is migrating to. In terms of experience, Dr. Agumya has 20 years’ post-doctoral experience in hands-on research and research management, obtained at the World Agroforestry Centre (6 years) and FARA (14 years) respectively. He joined FARA in 2006 as a programme officer for the sub-Saharan Africa Challenge Programme (SSA CP), which at the time was FARA’s largest programme. In that role he was instrumental in driving the SSA CP’s advancement from its inception phase to full implementation. This involved assembling 10 multi-disciplinary research teams from across the continent and working with these teams to define a compelling methodology for what was essentially a large-scale experiment in institutional innovation with no precedent in the agriculture research domain.
After two years with the SSA CP Dr. Agumya successfully competed for a higher internal position of Technical Advisor to the Executive Director. He held this position for 7.5 years from 2008 to the end of 2015. In this position he served as the bridge between programmes and the Executive Directorate. He led the team that formulated FARA’s 2014-2018 strategy and operational plan and defended it at the General Assembly in 2013. He and Dr. Annor-Frempong coordinated the formulation of the Science Agenda for Agriculture in Africa. When the Secretariat was restructured at the end of 2015, Dr. Agumya was appointed Director for Partnerships and Communication with effect from 1 January 2016. This Directorate was subsequently renamed “Stakeholder Engagement and Communications”. In addition to having a solid firsthand understanding of the work of the Directorate for Research and Innovation, Dr. Agumya commands strong rapport and respect among the DRI team and among FARA’s partners. He has a very strong institutional acumen and memory that we consider to be exceptional in the house.
La 27e réunion du Conseil d’administration du Forum pour la recherche agricole en Afrique (FARA)—la seconde réunion ordinaire du Conseil d’administration en 2020—s’est tenue de manière virtuelle du 10 au 13 novembre 2020.
Le Conseil d’administration assure la supervision du FARA au nom de l’Assemblée générale. La seconde réunion du Conseil d’administration est habituellement consacrée à l’examen des progrès réalisés dans la mise en œuvre du plan de travail annuel et à l’examen et à l’approbation du plan de travail et du budget pour l’année suivante.
Ainsi, lors de sa 27e session, le Conseil d’administration a approuvé le plan de travail et budget du Secrétariat pour 2021. Puisque que c’était la dernière réunion que tenait le Conseil actuel avant l’Assemblée générale 2020, il a formulé des recommandations qui seront présentées à l’Assemblée générale aux fins d’approbation.
Il s’agit notamment d’amendements aux Statuts, la nomination d’un nouveau Président du Conseil d’administration et la nomination des administrateurs qui formeront le Conseil d’administration du FARA pour la période 2020-2023.
The 27th Board of Directors’ meeting of the Forum for Agricultural Research in Africa (FARA)—the second ordinary meeting of the Board in 2020—was held virtually from 10th to 13 November 2020.
The Board provides oversight of FARA on behalf of the General Assembly. The second meeting of the Board is ordinarily devoted to a review of progress made in the implementation of the annual workplan and the review and approval of the Secretariat’s workplan and budget for the following year.
Thus at its 27th meeting the Board approved the Secretariat’s workplan and budget for 2021. Since this was the final meeting the current Board was holding before the next General Assembly, the Board made recommendations that will be tabled to the General Assembly for approval.
These include amendments to the Constitution, nomination of a new chairperson and the nomination of Directors that will constitute the Board of FARA for the period 2020-2023.
