This Request for Expression of Interest (REOI) follows the General Procurement Notice for this Project that appeared on the African Development Bank Group’s Internet Website (www.afdb.org) 12th August 2022.

The International Institute of Tropical Agriculture (IITA) has received financing from the African Development Bank toward the cost of the Technologies for African Agricultural Transformation (TAAT) and intends to apply part of the agreed amount for this grant to payments under the contract for the Individual Consultant to provide technical support to develop extension materials and messages for the Capacity Development Interventions in selected countries in Eastern Africa (Ethiopia, Kenya, Rwanda, South Sudan, Tanzania, Madagascar, and Uganda).  IITA signed a sub-agreement with the Forum for Agricultural Research in Africa (FARA) as an implementing partner for the CDTO Compact.

The assignment is to engage a consultant to identify and map the target audience for each technology in Eastern Africa particularly in Ethiopia, Kenya, Rwanda, South Sudan, Tanzania, Madagascar, and Uganda; to identify and map out dissemination channels to be used to ensure that the technology reaches the target audience; collaborate with TAAT Compacts and Country stakeholders to develop extension materials and messages based on need and preferences of target audiences; and facilitate webinar sessions, validate contents and disseminate packages at relevant conferences. The consultant will work virtually from the place of domicile with virtual linkages to FARA secretariat and physical participation when needed.

The duration of the assignment is 20-man days; the selected consultant will report to the CDTO Compact Coordinator/Leader. The assignment is expected to commence on April 01, 2024.

The selected consultant should possess at least a master’s degree in agriculture, agricultural communications, agribusiness, agricultural extension, knowledge management or a related field. Specialized degrees in technology, engineering, or business can also be valuable. The ideal candidate should possess technical expertise in agricultural technologies, and knowledge management of agricultural development, such as precision farming, automation systems, etc. Knowledge of the latest trends and innovations in the agricultural sector, including sustainable and climate-smart technologies. Prior industry experience working in the agriculture industry is crucial. This can involve working on farms, with agricultural technology companies, extension service delivery or in research and development related to agriculture. Knowledge of the TAAT programme is an added advantage. Familiarity with product development processes, from ideation to prototyping, testing, and final packaging is required including understanding market research and consumer needs to create viable and marketable agricultural technologies. The consultant must show proficiency in business planning, financial analysis, and budgeting, with the ability to create a comprehensive business strategy for launching and marketing agricultural technologies. Knowledge of supply chain management and distribution channels for agricultural products, needed. The selected consultant must have strong verbal and written communication skills to effectively convey technical information to clients, investors, and stakeholders; and show ability to develop clear and concise product documentation and user manuals and the capacity to identify agricultural challenges and develop innovative solutions using technology, with analytical skills to assess the feasibility and viability of agricultural technology projects. S/he must possess an entrepreneurial mindset which is valuable for managing projects, clients, and resources effectively. The selected consultant must show the capability of building a network within the agricultural and technology sectors that can provide valuable opportunities for collaborations and project partnerships; and the ability to stay updated on the latest agricultural technology developments with cutting-edge solutions is an added advantage. Fluency in both English and French is required.

  1. Cameroon Central Africa, Democratic Republic of Congo (Cluster 1)
  2. Guinea Bissau, Senegal and Madagascar (Cluster 2)
  3. Ghana, Nigeria (Cluster 3)
  4. Ethiopia, Kenya, Rwanda, Tanzania, Uganda and South Sudan (Cluster 4) 

This implies that we will designate a facilitator for each cluster, and the contract will be awarded based on clusters. Hence, potential consultants are requested to submit their Expressions of Interest (EOIs) corresponding to the cluster they are interested in.

IITA signed a sub-agreement with the Forum for Agricultural Research in Africa (FARA) as an implementing partner for the CDTO Compact to support the development and strengthening of Innovation Platforms in beneficiary countries.

The objective of the assignment is to: Support the strengthening of existing TAAT IPs; Support the establishment of new TAAT IPs; Facilitate the training of trainers and training of national stakeholders on IP; Support the development of mechanisms for creating IP networks in beneficiary countries; Support the linkage of the Innovation Platform to FARA IP and Agribusiness network; Support the collection of data and knowledge products around established TAAT IPs for dissemination; Support inclusivity and sustainability plans of the IPs; Report on lessons and experiences from the IPs.

The duration of the assignment is 10-man days; the selected consultant will report to the CDTO Compact Coordinator/Leader. The assignment is expected to commence on April 01, 2024.

The selected consultant should possess: an advanced degree in Agricultural economics, Agricultural Extension, Agronomy, or business management, with at least five years, post qualification experience in business development; Familiar with the TAAT ecosystem and its role in supporting the development and strengthening of Innovation Platforms (IPs) in line with the Africa Emergency Food Production Facility (AEFPF) and Dakar II Goals; Familiar with mechanisms to support and strengthen country IPs; Demonstrate familiarity with commodity compacts and relevant stakeholders within the TAAT ecosystem; Familiar with stakeholder engagement, agricultural revenue generation, and enterprise development; be available to travel to TAAT IPs; Should have demonstrated capacity to engage stakeholders in research and extension to extract information and data for packaging knowledge products; Familiar with FARA’s role in African agricultural research and development and should portray virtues of integrity and confidentiality.

The assignment is to engage a Graphics/Creative Designer who will be responsible for: (i) Concept Development and Design, including developing creative concepts for various agricultural extension materials, including but not limited to brochures, pamphlets, posters, infographics, digital content, and social media graphics; ensuring that the design concepts align with the project’s goals, target audience, and key messages, and as developed by the other 2 consultants; providing multiple design options for review and feedback; (ii) Material Design, including creating high-quality, original graphics and layouts for the agreed-upon materials; using appropriate design software and tools to ensure professional output; considering factors like readability, accessibility, and cultural sensitivity in design; (iii) Brand Consistency, ensuring that all materials adhere to established branding guidelines of TAAT, FARA and technology custodians, maintaining consistency in color schemes, fonts, logos, and visual elements across all designs; (iv) Revision and Finalization, incorporating feedback and requested revisions in a timely manner, providing final, print-ready files and digital formats as per the requirements of TAAT and FARA; and (v) Geographical Coverage, largely for audiences from Francophone and Anglophone countries with primary target countries being Cameroon, CAR, DRC, Guinea Bissau, Senegal, Ethiopia, Kenya, Rwanda, South Sudan, Tanzania, Madagascar, Nigeria, Ghana and Uganda. Spillovers are expected.

The duration of the assignment is 28 days spread over a period of 6 months (an average of 5-man days per month); the selected consultant will report to the CDTO Compact Coordinator/Leader. The assignment is expected to commence on April 01, 2024.

The selected consultant should possess: at least a minimum of a bachelor’s degree in graphic design or related field, and/or Professional Certification in related field, with extensive practical experience of not less than 3 years in similar assignments; Technical Expertise in relevant design software (e.g., Adobe Creative Suite, CorelDRAW, etc.) with ability to work with both print and digital formats; Demonstrable portfolio showcasing a range of design projects, preferably including agricultural or related materials; Prior experience working on projects related to agriculture, agribusiness, or rural development; Experience in designing for various platforms (print, digital, social media, etc.); Proficiency in creating multimedia content (e.g., infographics, animations, videos) related to agriculture; Experience in client-facing roles, including discussing design briefs, presenting concepts, and incorporating feedback; Experience in designing materials that adhere to established branding guidelines, if applicable; Previous experience managing design projects from concept to final delivery; Familiarity with designing materials that are accessible to individuals with different abilities; Experience in conducting market research and audience analysis to inform design decisions; Understanding of print production processes and requirements for designing materials for print; Awareness of current trends and best practices in digital media design; Fluency in English or French. The assignment is to engage a Junior Consultant who will be responsible for: (i) Supporting the establishment and strengthening of existing IPs (ii) Supporting training activities in TAATII and TSF countries (iii) Collation of data and information to support TAAT MPRO and FARA MEL (iv) Compile contents for regular updates on TAAT-relevant materials (v) Support training organized for local and international staff, partners, and users on using the web application led by CDTO (vi) Support the upgrade of the user interface and experience of the web application (vii) Support the development and finalization of modules initiated for the MEL & link the same to MPRO and (viii) Participate in exhibitions, dissemination of extension materials and engagement with partners.

The duration of the assignment will be 12 months; the selected consultant will report to the CDTO Compact Coordinator/Leader. The assignment is expected to commence on April 01, 2024.

The selected consultant should possess: at least a minimum of a bachelor’s degree in Mathematics or a related field, with experience in report writing, data collection, and M&E web applications, with extensive practical experience of not less than 2 years of professional experience in database compilation, development and management in similar institutions; Ability to provide accurate, high-quality analysis and documents under pressure; Prior experience working on projects related to agriculture, agribusiness, or rural development; Familiar with FARA’s role in African agricultural research and development and should portray virtues of integrity and confidentiality. Knowledge of TAAT and existing M&E web applications is an added advantage

Knowledge of supply chain management and distribution channels for agricultural products, is needed. The selected consultant must have strong verbal and written communication skills to effectively convey technical information to clients, investors, and stakeholders; and show the ability to develop clear and concise product documentation and user manuals and the capacity to identify agricultural challenges and develop innovative solutions using technology, with analytical skills to assess the feasibility and viability of agricultural technology projects. S/he must possess an entrepreneurial mindset which is valuable for managing projects, clients, and resources effectively. The selected consultant must show the capability of building a network within the agricultural and technology sectors that can provide valuable opportunities for collaborations and project partnerships; and the ability to stay updated on the latest agricultural technology developments with cutting-edge solutions is an added advantage. Fluency in both English and French is required.

The African Union and the European Union together with a number of implementing partners on the African continent and across Europe launched the Strengthening Evidence-Based Policy Practice for Sustainable Food Systems under the EU-AU Partnership #StEPPFoS Project at the Alisa Hotel in Tema, Accra-Ghana.

The #StEPPFoS Project is designed to promote policy coherence and alignment across the Pan-African Network for Economic Policy Analysis of Policies PANAP and Food and Nutrition and Sustainable Agriculture #FNSSA to contribute towards minimizing the fragmentation of policy initiatives in the agri-food sector at national and regional levels across the African Continent. 

The Strengthening Evidence-Based Policy Practice for Sustainable Food Systems under the EU-AU Partnership is a 4-year project running from January 2024 till December 2027.

Funding for the implementation of the project is granted by the European Union as part of the  Green Deal’s “From Farm to Fork”  strategy (Horizon Europe budget envelope), which forms a crucial part of the EU’s “Global Gateway” strategic vision, aiming at establishing sustainable and reliable connections serving citizens and the planet.

The project is coordinated by the Forum for Agricultural Research in Africa (FARA), a continental apex technical institution of the African Union Commission , and the European Alliance on Agricultural Knowledge for Development (AGRINATURA), an Association of European Universities and Research Centres.

As outlined by the Project Coordinator, Kwaku Dei Antwi of FARA, StEPPFoS aims to contribute to the FNSSA 10-year roadmap and the global transition towards sustainable food systems through the implementation of activities that link PANAP to the FNSSA partnership. Specific objectives are: 

  1. to improve capacities of stakeholders  
  2. to enhance science-policy interface  
  3. to improve strategies that promote scientific support within policy development.  
  4. to expand and strengthen the PANAP Network.  

The project will be implemented through its  eight work packages (WPs)over a period of 48 months using Capacity building, stakeholder engagements, participatory monitoring, evaluation, and learning as the main methods to deliver on the project’s objectives whiles adhering to open science principles and effective data management practices. StEPPFoS will further leverage expertise from academic, research, and policy institutions in both Europe and Africa.

Governments worldwide invest heavily in crafting policies to tackle public priorities such as sustainable food and nutrition. However, there’s often a notable disparity between policy goals and actual outcomes, highlighting a universal challenge in policy formulation and implementation Food and nutrition security and sustainable agriculture (FNSSA) represent crucial development priorities in Africa, receiving significant attention from both national governments and international agendas such as the AU/EU partnership. FNSSA was identified as a priority area in the AU-EU High Level Policy Dialogue on Science, Technology, and Innovation, leading to the establishment of the Pan-African Network for Economic Analysis of Policies (PANAP).

The final outcome of the StEPPFoS initiative will be an enhanced collaboration between the FNSSA Research and Innovation Partnership and the Pan-African Network for Economic Analysis of Policies PANAP within EU-AU cooperation. It will further provide support for African agricultural and food systems policy making process through enhanced cooperation in economic, social and environmental impact (including biodiversity) analysis of policy options for food systems, nutrition performance, agrifood trade, and development of rural areas.
