The Science for African Agriculture (S4AC) Consortium comprising AFAAS, ASARECA, CCARDESA, CORAF and FARA, has secured resources from the EU under the Development Smart Innovation through Research in Agriculture (DeSIRA) initiative to implement a 4-year project in Africa. The overall budget available to the S4AC consortium under this project is €30 million. This project, called CAADP Ex-Pillar 4 Africa Regional and Sub-regional Organizations for Agricultural Research and Innovation (CAADP-XP4) project will link research and innovation with development initiatives to boost the transformation of innovation in agriculture and food systems to make them more resilient to climate change and better respond to development demands. Its objective is to enable agricultural research and innovation, including extension services, to contribute effectively to food and nutrition security, economic development and climate mitigation in Africa.
The overall objective of the CAADP-XP4 is to increase the contribution of Africa’s regional and country-level agriculture and food innovation systems towards achievement of climate-relevant and sustainable transformation of the continent’s agriculture and food systems.
The objective of this request for expression of interest is to engage a consultant to facilitate the development and operationalization of a coordinated continental data capture strategy for the CAADP-XP4 partners and for adoption/adaption by other interest partners.
As part of the responsibility, the Consultant will be assigned mainly to:
Review/audit existing knowledge, information and data systems of the CAADP-XP4 partners (FARA, AFAAS, CORAF, CCARDESA and ASARECA) and how they are updated. Review other similar systems by relevant partners.
Develop and validate a coordinated continental knowledge capture framework and clear guidelines (including templates, partnerships, and technological applications) with attention to the needs of the CAADP-XP4 partners with a ten-year vision.
Facilitate a workshop to launch the final strategy and support the adoption/adaption by each partner through training, mentoring, etc. (This product will become a component of the overall Knowledge Management Strategy for FARA and partners).

Addressing the challenges facing Africa’s agriculture demands a forward-thinking and anticipatory posture to ensure that agricultural research and innovation can be made more responsive to current and future development needs. The Forum for Agricultural Research in Africa (FARA) has established the African Foresight Academy (AFA) to strengthen Africa’s foresight capacity on how innovation and knowledge can best help surmount the diverse challenges facing agriculture for more responsive agri-food system. The first cohort of AFA affiliated foresight practitioners, drawn from Burkina Faso, Cameroon, Ghana, Kenya, Malawi, Nigeria, Senegal, South Africa and Uganda, have been supported by FARA to advance foresight in their respective institutions. FARA is facilitating the strengthening of capacity for foresight among more professionals in African AR4D institutions and private sector by sensitizing stakeholders about the relevance of foresight, developing competencies in conducting foresight and interpretation of foresight results and offering technical assistance to enable regional and national organizations to participate in foresight initiatives and apply results from past /ongoing foresight.
The overall objective of the CAADP-XP4 is to increase the contribution of Africa’s regional and country level agriculture and food innovation systems towards achievement of climate relevant and sustainable transformation of the continent’s agriculture and food systems.
The objective of this request for expression of interest is to engage a consultant to facilitate trainings and to support FARA’s efforts of updating foresight activities and the consolidation of African Foresight Academy architecture.
As part of the responsibility, the Consultant will be assigned mainly to:
Support the development of AFA webpage and its update
Update and validate a synthesis of harmonized framework of AFA
Facilitate trainings and advocacy meetings supported by AFA
Offer tools and modules for the application of foresight in training events organized by AFA and its partners
Introduction of basic concepts and ideas of foresight and scenario including analysis to assess the impact of COVID-19 and explore response scenarios
Providing FARA’s stakeholders with a simple methodology to do initial analysis mentoring activities on foresight analysis
Offer a rapid “collective intelligence gathering” process on emerging impacts and responses

The aims are to strengthen the institutional architecture and human resources for supra-national agricultural research and innovation in Africa; to strengthen the individual and collaborative capacities of the CAADP-XP4 organizations to deliver their mandates, and to enhance achievement of the CAADP-XP4 objectives.
The objective of this request for expression of interest is to engage a consultant to carry out institutional and capacity gap analysis of FARA.
As part of the responsibility, the Consultant will be assigned mainly to:
To support the FARA secretariat to assess the combined capacities of its institutional and human capacities to guide the design of an institutional and staff development plan.
To assess FARA’s performance against peer institutions, existing ways of working and productivity, available resources and reward, factoring in the wellbeing of FARA’s staff.

FARA’s current workplan involves the facilitation of strengthening of capacity for foresight among more professionals in African AR4D institutions and private sector underpinned by four key areas namely:
sensitizing stakeholders about the relevance of foresight
facilitating the development of competencies in conducting foresight and interpretation of foresight results
offering technical assistance to enable regional and national organizations to participate in foresight initiatives and apply results from past /ongoing foresight and
document and share experiences on foresight.
Each of these areas involve the strengthening of gender mainstreaming as well as involvement of youth in agricultural research and development. FARA seeks to provide ‘appropriate leadership for mainstreaming gender in the work of partner institutions and the secretariat’ in order to ensure ‘gender responsiveness in actions, results, systems and resource allocation both within FARA and among partner institutions’ https://faraafrica.org/programs/cross-cutting-issues/gender/.
The objective of this request for expression of interest is to engage a consultant to facilitate trainings and to develop a gender responsive and climate relevant foresight framework to support the efforts of foresight activities for implementation of Agricultural Transformation Initiative (ATI) in Malawi.
As part of the responsibility, the Consultant will be assigned mainly to:
Synthesize as well as facilitate discussions and exchange of knowledge on gender parity, while addressing any possible barriers to engage in the Africa Foresight Academy (AFA).
Selection of gender responsive value chain and carry out a gender responsive constraints analysis (using tools from FARA’s gender mainstreaming toolkit) in Malawi
Review ATI’s research on gender and climate change in Malawi and build on existing assessments of plausible scenarios for climate-resilience and adaptation in the context of Malawian agriculture and agri-business (i.e. from cultivation to markets, not just farms), including identifying any remaining research gaps.
Offer tools and framework for gender mainstreaming in foresight by AFA and its partners
Submission of draft report followed by final Report

The Forum for Agricultural Research in Africa (FARA) has established the African Foresight Academy (AFA) to strengthen Africa’s foresight capacity on how innovation and knowledge can best help surmount the diverse challenges facing agriculture for more responsive agri-food system. The Foundation for a Smoke-Free World (FSFW) launched the Agricultural Transformation Initiative (ATI), which has been implementing program in Malawi including the CAT, DRAM and MWAPATA. ATI recognizes foresight analysis as a mechanism to review its research for development (R4D) efforts to fine-tune’s its research agenda and facilitate uptake of 21st century science, technology and innovation (STI) solutions targeted at raising the productivity of Malawian agriculture and to offer gender-responsive viable alternatives to smallholder tobacco farming. The FSFW is in partnership with FARA to undertake a foresight analysis for the ATI in Malawi to gather evidence and tease out innovation needs that support efforts of the ATI toward identifying and promoting viable alternative livelihoods to tobacco smallholder farming in Malawi.
The objective of this request for expression of interest is to engage a consultant to facilitate training and foresight analysis to foster alignment and partnership for implementation of Future alternatives for gender-responsive and climate-smart post-tobacco farming systems in Malawi.
As part of the responsibility, the Consultant will be assigned mainly to:
Facilitate Preparation of stakeholders’ workshops to look at existing challenges, probable future trajectories, and driving forces of a gender-equitable and climate-resilient post-tobacco system in Malawi.
Facilitate a normative foresight process through back-casting to analyze likely pathways to achieving the STI needs within Malawi post-tobacco system
Facilitate the development of gender-responsive and climate-relevant scenario maps through involvement of ATI partners and beneficiaries
